There is a Therm-X-Trol in line on the water supply line which is just a bladder to control pressure surges - it is set to 40 psig (I guess on the dry side). But it makes sense to me if the bladder was broken that would cause what I am seeing. It is as old as the water heater - 1994. I will check that out by replacing it first. Yes, it does happen on wash day - not sure about other days.
