As the heater warms the water it expands and as it is turned off in the direction of the house it needs to back up into the city water system. New building codes however place valves in houses that prevent backing up into the system as a method of protecting water purity. So, with the expanding water something needs to give. The valve is made to give in after a certain pressure. The valve therefor is experiencing huge pressures and when it does so it dumps water. What you need to do is place a tank with a large rubber diaghram in it between the city water and the heater. The diaghram allows for water expansion. This removes stress on the valves and stops the leak.
I forget the name of these tanks but they sell tham at Home Despot cheaply. Of course confirm this with a qualified and certified plumber, but I will bet you a 6 pack that this is your problem.
