There should be an air fill valve, a simple Schroeder valve to which you can hook up an air compressor. Check the pressure with tire gauge. Release some pressure, see if water comes out. If only air, the bladder is probably still intact. You can then pump the pressure up, back to where it was.
40 psig might have been the precharge, your reading might be higer, as it would reflect the city water pressure (static).
