I have no doubt a lot of the support for the law is exactly what you say. However, I think safety was the initial impulse in many places. If it wasn't the law as written here doesn't make sense. Here winshield needs to be untinted. Front side windows limited to 50%, rear side and rear limited to 35%. If traffic stop safety only concern it doesn't make sense to allow tint on the rear window. Having this untinted would allow observation while approaching but that isn't how the law is written. Plus here if you have rear window tint you MUST have 2 outside mirrors.

Now days almost all cars have 2 outside mirrors but the fact this was written into law at a time when it was not the case does show concern for the safety issue. It isn't just backing that is a concern at night (especially around dusk when some cars might not have lights on) visibilty is reduced. Front side windows are important for seeing not just vehicles but pedestrians when at intersection s or approaching same and the like.
