In the US, all GSM cell phones are locked by their provider. You cannot just use your T-Mobile phone w/ a AT&T SIM card or the other way around. However, you can get your phone unlocked typically. The provider will NOT unlock the phone for you. You must either find an unlock code online or have a service unlock it for you. Some phones are a simple unlock code and some require a cable to download a software change. Unlocking ranges from free to $25+.
I unlocked my Treo 600 for free by downloading an unlock "patch" and then uploading it onto my phone via a memory card. I had another phone unlocked by a service for $8 via auction; it required a cable to download the unlock code.
If your buying outside of the US, most international phones are "unlocked" and you can use your SIM card on any of them.
