I have started buying my phones from the manufacturer (for example, Nokia.com) rather than from the carrier, which avoids all locking. Thus when I go abroad (does'nt happen much anymore!) I can slide out my chip and slide in a local one.
I got T-Mobile to unlock my phone once, but never again. I have been with them (been through three name changes!) for about 8 years. They used to have a policy.
Some new phones will default save your data on the phone memory, and not to the sim card. Usually somewhere in the menus you can override this, or copy the phonebook from the sim to the phone or viceversa.
When I lived in Italy, you bought a phone and a service separately. As each service had different rates for different types of calls, it was fairly common for people to have two or three different sim cards which they would swap to get better pricing on their calls.
