AFAIK, all of T-Mobile's phones are unlocked these days. I can stick my Cingular SIM in my T-Mobile activated BlackBerry and it works just fine... Cingular is not so easy to work with, however...
But to answer the original question:
o There are four GSM bands - 850Mhz, 900Mhz, 1800Mhz, and 1900Mhz (IIRC). It's either 850 or 900 that's unique to Cingular in North America, and that band is not everywhere. If you're buying a phone for the Cingular network, you need to find out which bands are in use where you are and where you're going, and choose a phone appropriately. Generally, you'll see normal GSM phones, and quad-band GSM phones...
o You can use a SIM card to move data back and forth between phones, but it doesn't always work the way you'd hoped. Many phones keep track of a lot of contact detail, including multiple phone numbers and ringtones and email addresses. SIM cards do not necessarily echo these formats (or the quantity of data) and there is no guarantee that your data will make it from one phone to the other. My advice, instead, is to make sure that your phone has a spot for a memory card (microsd, etc.) and use that for moving data around.
o As others have said, the SIM card is unique to the carrier, the phone is not, but MAY be locked to one carrier. You need an active SIM with one carrier, and either phones locked to that carrier, or phones that are unlocked.
