I am a few years out of college and actually made this decision in the first few months after I graduated.
I went with the Viggen and here's why:
Both cars are INCREDIBLE. The kicker is I was able to buy a newer Viggen with under 60k miles and a 100k aftermarket warranty (which is still active!), for less money than a 97/98/99 M3 with more miles. I think they changed to the new body style in 2000, which would be entirely out of your price range. Both cars are pretty rare, although the Viggen is the less common of the pair.
I live in MN so a RWD M3 doesn't seem entirely practical to me, since I wanted a year round DD. Cargo room in the Viggen is also substantial (being able to carry all 4 of your tires in your trunk is a unique feature)
Performance wise, the Viggen stock is very loose and doesn't handle fantastic, but with a small investment in the suspension "fixes," it gets to be an incredibly good handling car. It has a TON of power on the highway, but will lose a 0-60 race with M because of traction, then will reel it back in at higher speeds. The Viggen has cheaper mods to get simple power. I always say it's 95% of the M in some areas (handling, traction) and 110% of the M in other areas (versatility, utility, gas mileage) but costs much less!
I do plan to own a E36 M3 because I think it is truly an incredible car, but it will be a second car and not a functional DD.
