Every time I come back from Europe I have similar thoughts. They put a lot of their fuel taxes into trains and other public transportation, which works well there because the distances people mostly need to travel are shorter. I think there's a pretty reasonable mix of car and train travel there. I tend to use both, depending on the trip.
Here, a whopping increase in fuel taxes--dedicated to funding alternative means of powering cars and trucks--would get things moving in a different direction. There's no real reason why the U.S. has to let Japan lead the world in hybrid vehicles or other alternative fuel options.
But even with gas at $5/gallon, getting all the real guzzler vehicles off the road will take a decade, even if we had lots of 50 mpg cars and 40 mpg trucks available tomorrow afternoon. That decade lag is all the more reason to start finding ways to change the game now instead of listening to all the reasons something can't happen.
Just imagine if we put 10% of the annual Pentagon budget into clean energy research for homes, businesses and transportation.
