How can this happen? There was construction on the bridge which may have jarred it. The bridge was somehow given a rating of 4 of 9, meaning "structurally deficient".

You get what you pay for. This is why I am in favor of tolls and laws that increase gas taxes and use all the gas tax money for roads and related expenses. There's also the question of management of tax dollars, but we have to accept that there will be waste of money when projects are funded.
