What is wrong with people? I have a multiple can household and I keep my cats inside so they aren't a problem for everyone else here.
I suggest first of all having a nice polite discussion with the neighbor and hand them an estimation of what it would take to replace your car cover and to replace the flowers/shrubs that have been destroyed by their cats. Tell her that you just need them to control their cats as they are making big problems for you and the neighborhood. You may also want to see if there is another neighbor or two that is having issues with the cats to come with you. Don't make it confrontational, just keep it as polite as possible.
The only thing I have ever heard of to keep cats away from your property is to sprinkle moth ball crystals around your property. The smell is supposed to deter them from entering the area.
As a last resort, you may have to report this to the authorities. You can do this without giving you name. Many towns have regulations that limit the number of animals you can have in one household.
