Our neighbor had a cat that went feral 3-4 years ago. He is now remarkably well-fed and lives in a barn up the road. Some of his diet has been the voles in my yard, which is just fine with me.
As to your problem, the cats you are dealing with may not truly be feral, since you note someone owns them, and possibly feeds them. Try, as another poster notes, to have a polite and civil discussion with the "owner." But first, call your city/town --there is probably an animal control officer. Find out from him/her your legal standing so you know it when you talk to the "owner." From a legal POV, I think this falls into the area of interfering with your enjoyment of your property, and also the property damage you note. You are in the right on this.
If the owner refuses to do anything then you can either call out the law or do some trapping. If you do trapping, find out what the local animal shelter rules are. Many are overcrowded and have limits on how many animals they can take. And if you show up with several cats over a period of weeks they may be asking you where they are coming from. Just find out what your options are.
Or take notes from my brother-in-law.
His neighbor's dog --while on a leash-- always pooped on my his lawn. Glen asked him several times to not let this happen and was ignored. So he finally scooped up the poop and left it on his neighbor's front step. The problem went away.
To me, feral cats are the same as coons, skunks, and other small wild critters. If they aren't useful, trap 'em, take 'em for a car ride and let them out about 50 miles away. Not ideal, but beats shooting them.
But don't let anyone see you let the cat out of your car, or you'll get busted for animal abandonment or something.
