In Ohio it is also illegal. There are reasons, such as disease, etc. But also feral cats, which your neighbor's are, eat lots of wild birds in addition to your problems. If you catch an animal here, wild or otherwise, you need to release where caught or destroy it.
Don't you have animal laws and a local dog catcher in your area? In our county, the cats are supposed to be licenced and confined. If not, the animal control folks will come trap, and if licenced the owner will be notified, fined and the animal returned. If no owner is found, the animal is adopted or killed.
I like the nonconfrontational approach suggested below. But if that doesn't work, I'd bring in the cat catcher. Or start trapping and disposing myself.
