They could be a chrome plated "bullet shaped" device screwed into a fitting high on the side of the radiator, or they could be a more pedestrian looking device plumbed directly into the distribution pipe in the attic. Since you drained and refilled the heating loop immediately before this problem occurred, I am guessing you have a trapped air pocket somewhere which is preventing this radiator from filling with hot water.
Is the attic distribution piping sloped or dead level? If sloped, is the problem radiator connected to the loop at the high end? If dead level, is the problem radiator connected at the furthest end of the loop? Either situation could cause this radiator to become air blocked.
If you have automatic air vents installed, have you verified they are working? When manually bleeding the radiator, are you venting at the top or bottom of the radiator?
Another possibility is that internal scale broke loose when the radiator was dry, and is now blocking the outlet. The opening past this blockage is big enough to vent air and a little water when you are manually bleeding the radiator, but not large enough to allow full water flow.
