Conspiracy theory?

This has happened to me once and my wife once (we both drive Saabs) in over 10 years of driving Saabs. In both cases, we safely turned the car on again while in motion and continued driving. It took perhaps a few seconds to realize what had happened and restart the engine. Driving at "high speeds" has nothing to do with it - it can happen at any speed. The location of the ignition key is fine. Keeping hands, packages, etc. out of the driver control area is just common sense.
If this sort of thing "frightens" customers enough to "get into a serious accident", then perhaps they should be behind the wheel of a Honda or some other driving appliance and not a sporty European marque. Either that, or refrain from driving at "high speed" if they cannot handle something unplanned.
It sounds like you honestly believe that this is a safety issue, but really, the conspiracy theory is a stretch. It's like saying that all car-makers should stop painting cars grey or silver because they're very hard to see if it's foggy. I'm sure several drivers have *almost* been T-boned in the fog because they were behind the wheel of a grey car. Yet, car-makers continue to produce grey cars with this glaring safety problem!
I think you yourself said it best - "No one cared that this was in my opinion a cover-up".
