This would not be a relevant issue for NHTSA. Until there are documented accidents or considerable safety concerns, "Bad Placement" of an ignition module will never be suitable for investigation. NHTSA is more concerned with such hazards like wheel-offs. Even this would still have to be in the 1-2 percentile of production for action and remedy plans by NHTSA.
If the center ignition makes people feel unsafe they need to sell the car. This has never been an issue in my 15 years and 5 center ignition switches.
