I've never seen an official recommendation about spare tires, although I have to believe there is one somewhere, locked away with Col. Sander's secret recipe.
I try to make it a point only to own cars that take full size spares. I also keep my snow tires on steel rims, so I can do the changeover at my own discretion. So in the summer, it's a snow tire in the spare tire well; in the winter, it's a summer tire with good tread. So no spare tire ever gets that old - I wear them out before they dry out. It also means that I check the pressure in the spare at least every 8 months. Yeah, I know, we should check them weekly with the other tires. Yup. I suspect most spares that live in the trunk for years at a time are lucky if they see the light of day more than every three or four years, and they run at maybe 20 psi.
I do have a lot of the mini-spares, and they see a lot of action. I unstack them from my snow tire stack every winter, and move them out of the way again in the spring. If I'm going on a long trip, I may, just may, throw a mini-spare in the trunk to protect against the very rare double tire failure.
