A PC sits on your desk or floor and doesn't move. It is plastic and some metal. I see what you are saying, but to compare automobile production to PC production is a little "out there" if you look at what a car needs to be able to do.
Like others say, your plan pretty much already exists. For example, in my Saab 9-5 the design was executed by Saab, the engine is Saab, and the engine management is done by Saab. Other stuff is done by Saab too probably but for example all the glass is made by Sekurit, the Airbags and Seatbelts are made by Autoliv, lots of sensors, parts, and control modules/software are developed and made by Bosch like the ABS and Stability Control. The radio is made by Pioneer while the amplifier and speakers are done by Harman/Kardon. Before GM superceded them the floor mats were made by some company in France, and the Transmission was made in Japan by Aisin Warner. The list goes on and on, and through maintaining my 2001 9-5 for a few years I found lots of parts made in France, Germany, Switzerland, Sweden, etc...
