I'm not sure how much experience you have with Saabs, but, it sure helps to have a good Saab indy you can trust unless you can do the work yourself. It's the best way to keep the costs down because they tend to have parts cars etc, and a wealth of knowledge + advice (even know people selling them). That said, finding a good mechanic (Saab or not) is #1 - I had a guy do a fantastic job on our engine once - he'd never done a Saab engine before, but he was fussy and did a great job... and he enjoyed working on it actually!
Not knowing your car's condition, mileage, etc it is hard to say what to do. For me, wrt to dumping it, is do you like the car? is there rust? Can you get enough selling it to buy another Saab in better condition for less than the repair cost? Saabs are cheap used right now.
Saabs are particular about plugs (including gapping) because of the Trionic system. Sounds like the guys who did that "tune up" didn't know, and likely put in the wrong plugs, causing it to not run as well. Plugs are cheap - might as well replace even to resell...
