If you prefer new, then I would recommend Nikon D40, Nikkor 30mm 1.8 lens and Nikon SB400 flash. Nikon D40 is very unique among DSLR due to its professional caliber flash sync of 1/500 (really up to 1/8000 at FULL POWER). Even the expensive D3 has flash sync of only 1/250. This system will give you amazing handling and excellent picture quality while being very light and compact (for a DSLR).
If you want slightly better high ISO quality, then buy the latest D5000. It does not have D40's professional flash sync but is far superior to it in other respects. It is also very, very quiet.
Nikon D90 has better controls and is compatible with far greater range of Nikon mount lenses.
Speaking of lenses, for the life of me I cannot figure out why people buy zooms. Prime lenses are much cheaper, more compact, lighter and, most importantly, are far superior optically. The new Nikon 30mm f/1.8 is only $200 new and is absolutely perfect for a DX sensor DSLR.
In my opinion, you will be shooting yourself in the foot if you buy any other brand of DSLR.
