All new appliances are more efficient than their 12+ year old counterparts. The problem is that you're comparing the 25% savings to an over 12 year old water heater so the comaprison isn't the same as a 25% savings over a new(er) tank water heater, which is what the tankless offers. The water heater I replaced was only five years old at the time, but was far too small to handle our needs. In other words a tankless water heater would have potentially saved you even more than your new tank water heater.
Also, as stated before there are a ton of other factors that go into the ROI calculations, including local energy costs, frequency of use, etc.
