A legal analysis would be that while you are employed, you owe a duty of loyalty to your employer. If they do something illegal, you might have a duty to blow a whistle, or at least not to participate. If this is all about misleading the government, then the standards might be a little higher because there can also be a duty of disclosure to the government.
If you have your own lawyer, they owe ethical duties to you, so you can have privileged discussions. Laws vary from state to state, and rules maybe from agency to agency. These are general remarks not specific legal advice -- sometimes seemingly small differences in facts make a big difference in result.
