Tell those ethical and moral reasons to Ford, which brought Pinto, and GM, which decided to place the fuel tank behind the passenger seat in Chevette to save a few nickels, only to have the car blowing up in rear-end collisions. People (regardless from which country) make safe products for two reasons:
1. Safe-guarding / enhancing their own reputation capital of the specific brand;
2. Having assets that can be subject to liability lawsuits.
The generic tire maker with no business presence in the US obvious had neither incentives. Volvo with substantial US presence would be a very different story.
BTW, given how dangerous the driving conditions are in China (too many new roads and too high per centage of new drivers and drivers who learn driving after 25-30), the Chinese market may well become a very passive-safety conscience "test lab." As tragic as carnage on the road is, that's where real-life crash performance results come from.
