The soft brass of the nipple can possibly be filed down to make it more hexagonal, which will help convert it into an 8mm size?
Also, give the cast iron caliper a few good whacks with a hammer close to the nipple (but don't hit the nipple!). Some vibration may help loosen up the oxidized parts.
Also, plan on replacing the nipple with a new one if you can - have a spare part available, they should be cheap.
