The first useable setting on a wrench is 20% of the wrench maximum, or the first marking, whichever is greater. A 250ft-lb wrench should be good from 50, unless the first setting on the wrench is higher than that. When they go out though, it's usually the lower end that suffers the most inaccuracy. Some wrenches have markings lower than 20%, but they aren't expected to be accurate at those settings. Rule of thumb is tolerance below 20% of range is the same as the tolerance in units value at 20%. E.g., +/-4% on a 100ft-lb wrench, at 20ft-lb that's 0.8ft-lb. At 5ft-lb, assuming the wrench has a setting there, the best uncertainty you can expect is +/-0.8ft-b.
