1. It tells you that the inside walls are bleeding heat into the gap. That's expected since the drywall/plaster conducts heat.
2. More importantly, it tells you that the the bricks and outer walls are solid enough to hold almost all the heat in when the temp is 9 degrees outside. That's freaking good. If they were leaking badly the temp in that gap would be way down.
The fact that you can maintain that temp is excellent. It certainly not like you're stepping outside in that gap, just stepping into the unheated basement. FWIW, when it's 9 degress outside and my house is at 66, I'd be expecting to see about 57 degrees in my basement (which is buried underground for the most part with 10" thick concrete walls and no air leaks). In other words, you're doing great.
If you really want to insulate, you could pull down the lath and plaster and do a solid foam insulation with vapor barrier behind the drywall. You could also add some in the attic - 6" is not a lot and it's really easy to blow it in up there.
