one top NASCAR driver said a few years back that with a few days training and practice he could have a lot of people driving a NASCAR sled at pretty close to race speeds. The difference, he said, is that they couldn't do it in traffic. It's easy to go fast when there are no other cars in the way.
Getting a NASCAR car to run road courses is largely in suspension set-up. Then the driver has to do the work, but there's no practical reason they couldn't do a lot more road courses, except that circle track/ovals are what pulls in NASCAR Nation.
Motor racing has pretty distinct disciplines and ability in one doesn't necessarily transfer well to another. But in general I don't think NASCAR guys are as skilled as those in say, F1, Indy Car, American LeMans, or WRC. And I still think NASCAR should put on rain tires and run in the wet.
