I would almost certainly do Windows 7. XP is just too much of a liability on the internet, especially in a kid's hands. Frankly, even Vista would be more desirable than XP - unless you like virus hunts.
I'll moderate my statement with a recommendation for Windows 8, solely based on cost. I *think* Microsoft will be selling upgrades for Windows 8 for $40, and XP, Vista, and 7 are all eligible. That's less than half the price of the cheapest Win7 you can commercially buy. For that reason alone, 8 might be a good choice.
(8 is really quite decent IMHO - it has some "issues," but if you approach it as "a little better than 7" versus "a whole new wonderful thing" you won't be disappointed. And, the fast boot times are stunning - on a test machine here a little slower than the Dell you described, 8 boots in about 10 seconds!)
