I don't know if it works the same way in Canada, but where I live (Massachusetts) there's something called "subrogation" (I think that's a generic insurance-industry term).
Basically what would happen is the 911 guy's insurance would pay to have the 911 fixed, but the 911's insurer would then go after the Corolla's insurer to recover what they paid out. So ultimately the Corolla's insurer would be paying for the damage, but not directly.
