Actually, the top 1% have been accumulating an even greater portion of the world's wealth during the last several years, so it may have been a perfect time to launch a $1M+ car. Now that Jaguar is owned by Tata in India (sold in 2008), perhaps there were some different, fiscally responsible forces at work.
I agree that the widespread full electric market is still decades off, though for many of us a PHEV (Plugin Hybrid Electric Vehicle) fits their usage and is here now. In the month that we have owned our Chevy Volt, we have accumulated about 800 miles and have used about 1/2 gallon of gas. Our September electric bill arrived today and it is lower than our August bill - more car charging at night, much less A/C during the day due to the weather, so it's hard to see the actual effect of the car.
If you can get over the styling (I can't), Nissan might have had a real contender for a widespread full electric car with their Leaf, but not when it is priced so similarly to a Volt - the Volt comes standard with many of the extra-cost options on the Leaf. I know someone who has a Leaf, but his employer has a charging station in their parking lot, so he is not suffering from "range anxiety" (73 miles maximum) as I would. Plus, I can get in my car and drive 380 miles without stopping, gas up and drive some more.
Hopefully NEVS will come up with something compelling soon.
