I put my wipers up if I park the car with an above-freezing windshield while it's snowing. If I've been driving the car with the defroster on, and the windshield is "warm," then I put the wipers up so that the blades don't freeze to the windshield as the car cools and the fallen snow cools the windshield. I find it's easier to scrape the ice off the windshield, and I've torn a wiper blade that was frozen to the glass once.
If it is below freezing, and there is snow in the forecast, then what difference does it make? If the glass is cold, then there's no liquid water to stick the wipers to the glass. In that case, I leave them down.
If I'm not sure what the temps will do, I'll leave them up if I think about it.
So, I guess I do both.
