In NJ we now have no inspections for pre-1996 (OBDII) vehicles, emissions only for newer cars.
We've always had state inspection stations, though for quite a while we also have had the option of going to a private garage if desired. No financial incentives at the state stations to push repairs, but back when we had safety inspections it always seemed that if you went through with an old car they'd always find some BS non-safety related reason to reject it.
Of course there was an "official" checklist of items to be looked at, but there was also pretty much carte blanch for the inspector to reject the car on the basis of anything he thought was not proper. ("Your left rear power window is too slow.")
