I think I might have seen something more current that says only 12 states now require annual inspections - PA of course is still in that elite group and wouldn't at all surprise me if 20 yrs from now they still are doing them, those repair shops need the business !
On the subject of PA and safety - the PA turnpike is maybe one of the least safe major highways and when I lived there in the 90s it was constantly under going construction in never ending attempts to bring it up to modern highway safety standards, it would have been more cost effective to completely bulldoze the thing and start over new, but for constructions companies with turnpike contracts it was said to be a lifetime guarantee of construction work.
