Here in NY State, when registering a car you've bought from an out of state seller, the original bill of sale is not considered to be a valid expression of the price paid nor of any sales tax you might have paid out of state.

NY State has yet another form that the selling party must sign attesting to the sale price and tax paid. Without the second form, NY State's DMV will look up what they think the car is worth at the time you register it, and force you to pay sales tax on that amount, regardless of what your bill of sale says!

We bought a 9-5 wagon from a Missouri dealer years ago, and he happened to know about the NYS form. He sent it along with the car, and when we went to register it, it all went smoothly.
