I've done up a number of cars that sat for long periods of time. The price they gave you sounds like double what it should be for what they are doing, and yet it could be just the tip of the iceburg when it comes to what it will ultimately need. Nine years is a LONG time for a car to sit, and even if stored under ideal conditions, every single moving part on the car is likely to need something. If you can't do at least some of the work yourself you could spend ten times what the car is worth.
The ideal candidate for this car would be someone on Saabnet who knows Saabs and can do the majority of the work themselves. I've seen nice ones (even with some miles)go for as much as $15-$20K. If it doesn't need paint or an interior, depending on the breaks you could get it up to snuff for half that (doing a lot yourself) and not be in too deep. Drive it for a few years and the value will go up to where what you spend will make good sense. I'd advertise it here to start.
You can increase it's value by making sure the engine isn't froze up. If it's been turned over once in a while you can check manually. If it's been sitting that long then it's a different procedure. Pull the spark plugs and give it a good shot of WD40. Then put an ounce or two of motor oil (Marvel Mystery Oil is ideal) and let it sit over night. If the oil level isnt too high you could put a half a quart in the engine to get oil to the upper part of the engine. Then hook up the jumpers and crank it over (leave the plugs OUT) long enough to get some oil pressure. If you tale a video of this whole procedure, you'll make buyers who are "in the know" very happy. And don't let anyone just jump start it without doing this--it could wreck the rings. In the right hands your car could live again and I hope it does. Good luck!
