Eastern Canadian here... At least it is fairly dry in Calgary, helpful where it has sat for a while. Humidity makes everything worse... I agree with others here, getting a car that sat back up and running requires reworking almost every part of the car and that is only really economical if for an owner mechanic. Things like the radiator and coolant hoses are still easy to get. Some things will be harder. A c900 is fairly easy to work on though it does help to know Saab tricks, so if you don't have a local knowledgeable Saab techs, it gets harder.
These cars are getting harder to find in decent condition and 1989 is a great year and 135k km is practically brand new! Our Saab techs went over a million km in his spg. So your car sounds 100% like it is worth saving. If you can't find a way to do it yourself, finding an experienced Saab enthusiast who can get it back in top shape would be the way to go.
