The plastic used in Saturn's side panels (or any plastic for that matter) has high thermal expansion so in hot weather the gaps are noticeably smaller while in cold weather they are smaller. To make them close in the winter would mean they would touch each other as temperatures rose. To many customers, large gaps are a small price to pay for dent resistant, no-rust, cheap and easy to replace panels.
