I don't think you're being unreasonable in questioning this at all, and I don't see much similarity to the McDonalds hot coffee case. She bought a car with a warranty and now they are saying they won't fix it under warranty. This is assuming it's still under warranty being a '99... if not, then it might be harder to get them to fix it. If you feel like you're not getting anywhere with the dealer, ask THEM for the number of the regional Honda representative, they should be required to give it to you. They might see that you are serious and offer to fix it, they might not, either way you can call the regional rep and explain your situation, if you've got a legitimate complaint then they'll probably take care of you. A $500 radiator is a lot cheaper than going to court (it helps to convey that you're ready and able to take them to small claims court if necessary).
Hopefully you won't have to go through all that and they'll just give her the radiator... good luck!!!
