My 1983 Citroën CX20 (registered in Denmark) had fogs on both sides. Cars I've had since then - including my present 9-5 Aero - have only had on the left.
It could be that when fog lights first appeared there weren't any rules regulating their use. Then as fog lights became more common regulators decided that it was best to have just one.
I remember reading in Denmark that some 20 years ago people began installing extra brake lights in their rear windows - and this was in fact illegal at the time. Then regulators realised that extra brake lights were actually quite sensible - and permitted their use. Later on, car tax was reduced for cars equipped with them - and today all new cars have them.
