If you vote NO on 28, programs which really need the money (including schools) will be shortchanged. My wife is a teacher in the Centennial School District (near Gresham), and her district was promised a certain amount of money by the state. With the major income tax shortfalls that the state has experienced, they can't live up to the budgetary promises they have made to Oregon's school districts. If 28 does not pass, my wife's district will not receive $450,000 in money from the state, which means that they'll have to cut that amount of money out of the remainder of the school year by reducing classroom days, mid-year teacher layoffs and pay cuts, etc.
I know that there is A LOT of waste in our state government budget, but by voting NO on the tax increase, students across our state will receive less education. The state's budget structure needs to be significantly re-figured: Schools should be funded out of property tax revenues in their district, not out of state income tax coffers. If the roads need more money, gas tax should be increased, but Oregon should not put GPS devices in private vehicles. I agree with KB's comments that this GPS tracking won't fly in the USA, especially not in OR.
