Couple things:
No stock 900T runs 1bar. I'm not even sure the HOT 9-3s run that much boost, though they might. But certainly no c900T. 13psi was the most any c900T made from the factory (185hp red box), and stock c900Ts were 11-12psi.
We can guess all day and all night about the efficiency of the 16v, but I wouldn't just throw numbers at it... There are way too many variables to even guess ....

All that aside, I currently own 900Ts, SPGs, 9000Ts, and one lovely little 900S. The Ts are all a lot of fun and they go really fast, but let's take into account the following:
o NA weighs less. No matter how you cut it, the 900S doesn't have a turbo or an intercooler or any related components weighing it down. They also have less front-end weight, which translates to better steering response (less understeer) and better balance - ALL of a T's weight is in front of the axle line.
o NA has no turbo lag, which means when you drop the hammer, you go. Not only that, but when you're pulling through a turn you know exactly how much power you've got available and what to expect. I can't tell you how many times I've come around a high speed corner only to have less boost than I expected.
o NA doesn't suffer nearly as much in the heat. Come here to Sacramento and enjoy what dry 100 degree weather does for your turbo. Heat-soaked intercoolers and high intake temps are just the start. My S is about the same no matter what the temp outside is.
Bottom line: The S is a very capable car, and shouldn't be slighted. Nissan does very well with the SR20 series of engines - currently 150hp from a 2.0l 16v engine with no special timing or cam tricks. I suspect an NA Saab could easily hit 150hp, and I'm better 160-180 would not be too much of a problem, all said and done.... new cams, bump up compression a tad (10.5:1 or slightly more should not be a problem on premium gas), and some head work and you'd have it without even messing with the redline. Give it some decent ignition and fuel management and solid lifters, and that would definitely be a car I'd like to own...
