According to Mother's:

When you wash the car, you'll notice trouble spots that you can't clean, even with something stronger than soap and a fingernail. The clay bar might get it off. If you've had paint work, then there might be overspray the clay bar will take care of. If you live in a harsh climate, or if the car is several years old, it's probably been exposed to a lot of environmental fallout, and a clay bar could only help. That's my ten cents!
