You've provided an interesting bit of history there. Thanks!
But ancient history is all it is. That letter is almost 20 years old! I am unsure if the proposed policy described in it was ever actually implemented.
If it was, it is long dead by now, as evidenced by the lack of SILs from other manufacturers... especially the Big Three who face significant CAFE hassles. If there was any such credit, you'd see the results *more* from Detroit than from elsewhere. They spend a fortune to take out a pound here and 7 oz. there, just to gain an extra zillionth of an mpg. You can bet if they could get *any* benefit from SILs, they'd be doing it throughout their product lines.
Saab doesn't face a CAFE problem, so they'd be among the very last to offer SILs for CAFE reasons. Saab's reason have to do with their design and engineering philosophy which emphasizes combining large-car space and comfort with small car fuel consumption, not CAFE pressures.
But, hey, thanks for finding that and posting it... it is very interesting.
