The 1991 doesn't have a prepump. You have water in your gas tank. Maybe lots of water. Water sinks to the bottom of the tank and your fuel pump pickup is getting mostly H2O. When you fill it up, then the water is diluted so to speak, and the additional fuel helps to keep it running.
Keep the tank full over the winter, don't let it get below one half tank, and use the same gas pump and station. There are fuel additives you can pour in the tank that could help get rid of the water. I use Sea Foam, but honestly don't know if that elixir has a drying agent in it. Heet is what some people use, but I think it's just alcohol and some other stuff.
