The 1991 tank has a depression in the bottom of the tank so the fuel pump basket can sit almost on the floor of the tank. Water falls to the bottom of the tank, so the pickup will take liquid from the very very bottom of tank through the holes in the side of the basket. The return line from the fuel rail dumps straight into that basket area, so if the very bottom of the tank is full of water, the water is cycling from the fuel pump to the fuel rail, and dumping right back to the basket over and over again.
The point I was trying to make was by adding many gallons of hopefully pure gasoline, then the gallon or so of water that could be at the bottom of the tank would be stirred/not shaken and then some combustible liquid would be flowing up to the fuel rail, instead of cycling water.
I believe RayF is correct that condensation is unlikely the problem. I would say that the water is coming from two different sources -- actually three -- the tank the fuel was pulled from, the fuel truck that carried that gas, and finally the in ground gas tank at the fuel station. They all contaminate the fuel with water and then it enters your tank through the gas station pump. Being from a family of oil jobbers, ask me how I know......
I don't use Heet anymore, but I do try to keep a full tank, and use the same station, and the same pump that I find to be successful.
Last weekend, we were scuttling #169 Commemorative, a 1993 turbo -- I took out the fuel pump, and fuel sending unit. I was shocked how much sand, and general debris were at the bottom of the tank. I'd say that a spraycan cap full was down there.
