I wouldn't be so sure water is your problem. This sounds to me more like an inaccurate gas gauge and low-fuel light. Or, some other problem entirely that coincidentally went away at the same time as your adding fuel.

I'll give you my knowledge on water in the tank anyways, but unless you have an enemy who poured a lot of water in, and unless it somehow then went away again, I doubt it's your problem.

The tank is made with a significant, near 2 gallon, deep section below the fuel pump pickup, able to hold far more volume of water (and dirt) than a lifetime of condensing water on the sides of the tank plus any that maybe accidentally gets in while fueling in a rainstorm. The water will sit, down low, and won't bother a thing.

I did some experimenting after carelessly dumping some fuel into my tank that was heavily contaminated with water. That did reach the fuel pickup, and saturated the paper in the fuel filter. (It killed the motor almost immediately, it wouldn't run at all, and wouldn't restart till I got rid of the water.)

Getting rid of it involved both draining the tank (drain it as low as you can by running, then pull the fuel pump and bail out the remaining gas with a flattened tin can and then blot tank dry with a clean rag, wringing it out into a container) and also changing the fuel filter, or taking the filter out and draining it and leaving it a week or so to dry.

In bitter cold weather any water in the bottom of the tank would be expected to freeze solid so you might be able to pry any ice free then and break the chunks up and pull them out the fuel pump hole. Wearing fuelproof gloves of course.

I tried Heet-type products during my mishap. But while in theory alcohol and water mix, and alcohol and gasoline, thus permitting any water in the tank to be taken into sort of solution in the gasoline, my little experiment didn't show drygas had any ability to remove water. I suggest before dumping your Heet into the tank, you put some gas in a milk jug, add a little water, and add some Heet and see what happens. Even vigorous shaking didn't seem to get any noticeable amount of the water into solution, for me.
