Well noted from your lengthly post. Not sure that it matters if it's .25 inches from the lowest point or 1.2533456" or 2.2534567889 inches".
In the 1993 tank that we just evacuated which is identical to the tank the original poster asked about, there is a depression for the basket. It is just barely higher than the area to the right of the tank where the sending unit lives.
Just adding up the thicknesses of the plastic basket, etc, the pickup for the pump in a C900 1993 tank is no more than 5/8" higher than the depression in the tank for the basket. Add the 1/8" depression for the sending unit, and you get 6/8 or 3/4 or .750000000 whichever suits your fancy. I guess Saab didn't read the same design manual that you referenced Ray.
Oh, and the 1981 tank that we use in the racecar had a rubber contraction that connected to the bottom of the tank through interference and an odd tray that was on the bottom.....so those pumps are sucking from the very bottom of their dark world.
