I forgot to mention the car is a 1997 CSE.
The old sensor I took out (Bosch) has a resistance of 4 ohms across the heater. The replacement sensor (aftermarket) also has 4 ohm resistance, so the heaters seem to be electrically identical. I understand what you are saying about non-Bosch sensors, though. There is no noticable difference in performance on the road.
Maybe what I need to do is bite the bullet and get the OEM sensor with full wiring and put in yet another thermostat...

So after mulling it over I'm going ahead and ordering a new thermostat, though am obviously ticked off that the relatively expensive "Genuine Saab" unit may be bad. Will go with a Wahler this time, I've used them for many years in my C900s with no problems.
As far as the O2 sensor, I'll have to check the wiring to see if there's a break in the heater circuit someplace. (Hopefully in the sensor's wiring rather than the car's wiring harness.) I was thinking it would be nice to have a wiring diagram and then remembered that I downloaded one some time ago!
Chances are the old Bosch sensor that was removed is actually still good, given the 4 ohm reading on the heater circuit. Shame on me for not checking it first! Though given that the easy way to check was to cut the wires and this type of problem is usually the sensor, it seemed like a good idea at the time to replace it.
