Don't know if this was the article you saw, but that picture is just a concept by an industrial designer at a Swedish firm called Splitvision. There is also a slide show (click "SE BILDSPELET") with a couple more concepts by students at the Umeå Institute of Design. Here's a machine translation with some assistance from me:

Is this what the future of Saab will look like? Yes, at least if the industrial designers at Split Vision Design may determine. E24 gave them free rein to fuse together one of Koenigsegg's monster cars with a Saab.
The last few days there has been a lot of talk about what the exclusive sports car manufacturer from Ängelholm can bring the ticket from Trollhättan. Pretty much in terms of design, it would show itself.
When E24 let design pros at Splitvision scaling up its version of a "Koenigsaab" the result was the super-sporty Saab variant here above.
According to Splitvision's creative director Jonas Fritzdorf Saab's current "weathervane design" can be re-ignited if it adds something of Koenigsegg's "uncomprimising and boyish playfulness." He gives "new Saab" a piece of advice:
"Stop harping on about the relationship with the aircraft, it is too far-fetched. Now you can, however, start talking about true car-builder enthusiasm, creating exceptional cars that are attractive, seductive and sexy," says Jonas Fritzdorf.
He says that the design group took on the task by first defining what they think is the hallmark of the different cars.
Koenigsegg: uncompromising, boyish playfulness and enthusiasm, and a long complicated name.
Saab: compromises, where the expression of core values (safety, innovation, aviation) lost its attractiveness in comparison with the selected competitors. Exciting news coming.
The conclusion is therefore that Saab has everything to gain if it happens that Koenigsegg actually complete the purchase later this year.
"I think we can say quite certainly that Saab has been something of a 'me-too' weathervane in the last 15 years. We hope that Koenigsegg will drive Saab to take command of their own destiny," says Jonas Fritzdorf and gives some closing advice:
"Define the target audience well and create the best car for that audience. Stop imitating. Start creating. And thus manage to come up with news that arouses interest and respect."
