How good the welder is doesn't always have the most to do with it.
Welding case iron (same as welding cast aluminum) has several inherent problems - and exhaust manifolds are the worse.
They are the worst because they have seen years of heat cycles while being exposed to harsh gasses and to CARBON. The cast iron is slightly porous especially when at high temperatures and it will absorb even more carbon.
High carbon means very brittle.
Which means it's more likely to crack when welded.
Just heating the area with a torch is OK, but heating the whole thing is better, and having the person doing the welding go very slow will help too, but you are right, it just needs to seal.
Careful about getting drill chips down inside the manifold where they'll get blown into the turbo tho.
Nick made a good point about overheating the O2 sensor that I forgot about, the Bosch LSU sensors definitely won't take that much heat for very long, you'll know you cooked the sensor when it starts reading sluggishly and then stops changing it's reading once you fire up the engine.
